Open Data & Access to Information
My career has centred on helping people access reliable information, participate in decisions affecting their lives, and receive accurate and respectful support.
Nine years in research, open data, public information, stakeholder engagement and donor-funded programs, to turn complex research and data into clear public
information in Khmer and English. As Research & Web Content Manager, I checked sources, facts, context, language and
consistency against established standards before publication and worked with colleagues and stakeholders to resolve
issues.
Inclusive Stakeholder Engagements
I worked to make objective
information accessible so people could better understand development and governance issues and participate meaningfully in public dialogue. I worked with youth, women, Indigenous Peoples, people with disabilities and people with limited digital and data literacy through training and facilitated discussions. These experiences strengthened my ability to listen, understand different needs, communicate respectfully and
create inclusive spaces where diverse perspectives are heard. Trained 100+ stakeholders in data literacy, governance, and evidence-based decision-making. Built partnerships with business chambers, academic institutions, and research organizations to support ongoing policy dialogue.
Project Management & Leadership
I managed multiple projects while leading a 10+ person cross-functional team. I coordinated reporting,
compliance, financial oversight, stakeholder engagement and risk management while balancing competing deadlines and
changing circumstances. My sustained performance led to promotion to Content Manager and member of the management team. I also prepared quarterly, semi-annual and annual reports for EU, USAID and DFAT-funded programs, meeting formal
requirements and deadlines.
Development Sector & Compliance
I have developed a strong compliance and accountability mindset through various major donor-funded projects under EU, USAID and DFAT
frameworks. I maintained donor requirements through implementation,
reporting and close-out, including PSEAH, gender equality and GEDSI principles across activities, events and procurement, supporting clean audits and smooth close-outs. This strengthened my understanding of safeguarding, inclusion, accountability, confidentiality and consistently applying established standards.
Initiatives that I am proud of
🎤 Initiated and managed Cambodia’s first National Open Data Conference (2024—”Open Government Data for Inclusive Development”
🎤 Initiated Cambodia’s first Multi-stakeholder Dialogue on ESG reporting—”Leveraging Data and Information Disclosure for Responsible Business”
🌐 Shaped the creative direction of ODC’s first interactive data dashboards on foreign investment, responsible business, and public services
Recognised for the work
Some of that work was recognised beyond the organisation itself: Best Project Initiative & Ideator in the GIZ Women in Tech Program (2023), a SWITCH-SEA Fellowship from the APNIC Foundation (2021–2022) as part of a regional cohort of women in tech across Southeast Asia, and a shortlisting for the John Allwright–ACIAR Fellowship back in 2014, near the very start of it all.
